Many games have elements of XCOM in them, but I guess it depends how alike you want it to be. Off the top of my head I can think of two that have XCOM-like tactical layers. The combat aspect of Divinity: Original Sin is reminiscent of old XCOM, with a TU system and up to 4 player coop. Outside of combat it's more similar to RuneScape, though.
